Following a sudden and mysterious murder, Duncan and Hannah, now among the leaders of a refuge rebellion, discover a new refuge conquest that threatens to divide the refuge system. As their love for one another continues to be defined, they encounter new foes and refuges. Meanwhile, Natalia encounters her own 'Hannah' in the form of rogue refugee Ashleigh Giaruzza. They soon discover a sinister web of corruption, and by the time they uncover more information about the new conquest, it may be too late.
