A leader of a band of looters wages wars and fights in order to gain wealth. A leader of a country also wages wars to gain wealth. To commit a crime in order to attain our goals was a behavior common both among bandits and nations. There is something called morality. But it seems that "morality" is only for ordinary people. Leaders of some countries think morality is not for them. We are still suffering from a lack of morality and rule of law in relationships between countries and in the way some regimes treat their people and run their affairs.
Why do we think it is vital that a person behaves within the boundaries of morality but not a regime. Why do some regimes think it is not necessary to adhere to moral principles?
