Sialkot is not a city anyone would have picked to build its own international airport, let alone its own airline. It is a landlocked district of Pakistani Punjab pressed against a disputed frontier, with none of a capital's political weight and none of a port's natural advantage.
Yet for more than two decades, a chamber of commerce representing manufacturers of footballs, surgical instruments, and leather goods has done exactly that - financing Sialkot International Airport largely from its own members' capital, and later founding AirSial, a scheduled carrier now flying Umrah-season service to Jeddah and a Gulf route to Dubai. Air-Sial and the Silver Triangle is the first sustained scholarly account of how that happened, and at what cost.
The book begins from a narrow institutional puzzle and follows it somewhere larger. How does a voluntary business association, with no power to tax and no power to compel, persuade hundreds of individual firms to commit personal capital to a single indivisible asset that none of them can use exclusively? That is Mancur Olson's question, and Dr. Naim Tahir Baig answers it directly: the Chamber's mobilization rested not on generalized civic spirit but on selective incentives concentrated among the district's largest exporters.
But once the consortium was flying aircraft under a sovereign regulator's licence, a second and harder question came into view - whether a private body built to solve one collective-action problem can also solve the accountability problems that ordinarily fall to the state. Elinor Ostrom's design principles for durable, self-governing institutions supply the book's master framework, chosen over principal-agent and regulatory-capture theory because they alone are built to evaluate an entire governance system rather than a single two-party relationship.
Alfred Marshall's industrial district, extended by Piore and Sabel's flexible specialization, explains why Sialkot's exporters needed collective air connectivity in the first place instead of treating it as a private good. Transport geography's literature on secondary-city aviation supplies a third lens, testing whether Sialkot's route map reflects a generic connectivity pattern or one specific to its export-cluster geography.
The answer the book arrives at is deliberately uncomfortable. Ostrom's principles travel well to describe what the Sialkot consortium - the Chamber, the airport company, and the airline company, together the "Silver Triangle" - actually built: clear boundaries, nested corporate structure, recognized rights to organize. They travel far less well to guarantee the principles governing monitoring, sanction, and proportional benefit-sharing, once that internally well-designed institution is nested inside a sovereign regulator subject to its own patronage politics.
Rather than argue this finding away, the book pre-commits to it in its Introduction and develops it as a genuine scope-condition contribution to Ostrom's framework, tested in Chapter 9 against four comparative cases: Kannur in Kerala, Sharjah's SAIF Zone, Star Air under India's UDAN scheme, and the chamber-led industrial consortium at Bursa. Methodologically candid throughout, the book applies a four-tier evidentiary hierarchy, flags institutional self-reporting wherever it is the only account available, and names the firm-level fieldwork that would close the gaps documentary sources cannot.
It is written for institutional economists, economic and transport geographers, students of South Asian business associations and political economy, and policymakers in secondary cities deciding whether to build connectivity from within a state-regulated sector rather than waiting for the state to build it for them.
