Résumé
The public was shocked to learn in the 1998-1999 that LAPD officer Rafael Perez-a member of Los Angeles Police Department's CRASH (Community Resources Against Street Hoodlums) Rampart Division anti-gang unit was secretly stealing cocaine, obtained from busts of gangs in the Rampart District of Los Angeles, out of the LAPD police property evidence room and reselling this cocaine. Perez also framed individuals for cocaine possession that did not have cocaine and sent these people to prison while he was using people from the Los Angeles underworld, including the brother of his girlfriend, a man named Carlos Romero, who was wanted on two felony warrants for the sale of cocaine, to sell his cocaine stolen from the police evidence room on the streets of Los Angeles.
