A crisis erupts. Pressure rises. Leaders respond. Policies change. Committees form. Compensation is offered. Procedures are rewritten. Someone resigns. A new programme begins. The system changes. Then, months or years later, the same problem returns. Why?The familiar answer is that power resists change. Corruption, bureaucracy, self-interest, stubborn leadership, and fear can certainly obstruct reform.
But they do not explain something more puzzling: systems often change considerably while preserving the deeper structure that keeps producing the problem. In Why Power Prefers Repair Over Reform, Sandeep Chavan develops a structural account of how institutions survive pressure through adaptation. The central distinction is simple but consequential: Repair restores viability within an existing arrangement.
Reform changes the arrangement through which the recurring disturbance is produced. A system may acknowledge criticism, make concessions, compensate those affected, replace leaders, introduce new procedures, adopt new language, or modernize administration-and each of these changes may be real and valuable. Yet authority may remain where it was. Dependency may remain. The same incentives may operate.
The same people may still have to ask permission. The same people may still carry the cost of delay. The visible system changes while its deeper geometry survives. Drawing primarily on Chavanian Power Theory, with supporting ideas of structural lag and institutional identity, the book examines why dysfunction can persist until its consequences threaten continuity or legitimacy, why power does not require a hidden controller, how systems discover the minimum change required to restore stability, and why stability is so easily mistaken for resolution.
It also asks a harder question:What happens when genuine reform requires an institution to become different from the institution it has learned to be?Deep reform may redistribute authority, weaken dependencies, change incentives, alter participation, move resources, challenge professional roles, and force an institution to revise its own identity. That is why reform can become difficult even when almost everyone agrees with its stated purpose.
Through familiar examples from workplaces, universities, bureaucracies, public institutions, organisations, and everyday systems, the book develops a practical structural test:Can the old problem still find the same way back?If it can, the system may have changed without reforming deeply. If the old pathway of reproduction has been disrupted, reform has begun. Written in the direct, conversational style of Chavanian Conversations, this volume is not an argument against stability, institutions, or repair.
Repair is often necessary. Continuity can be valuable. The question is simply whether survival has been mistaken for transformation. Because power does not always preserve itself by refusing to change. Sometimes it survives by changing just enough.
