Fraud in the USA - Brief SynopsisFraud in the USA examines the enormous and often hidden problem of fraud in America-from government programs and healthcare to banking, investments, identity theft, insurance, cybercrime, consumer scams, and organized criminal enterprises. The book explores how fraud works, who commits it, who gets hurt, and why it can be so difficult to detect and stop. It looks at both traditional schemes and the rapidly changing world of online fraud, cryptocurrency, artificial intelligence, identity theft, and sophisticated international criminal networks.
A major focus is the financial cost to American taxpayers and consumers. The Government Accountability Office has estimated that the federal government alone loses between $233 billion and $521 billion annually to fraud, based on its analysis of fiscal-year 2018-2022 data. GAO stresses that this is an estimate, not a precise accounting, because much fraud is never detected or reported. The book also examines what the U.
S. government is doing to fight the problem, including investigations by the FBI, IRS, Department of Justice, SEC, FTC, inspectors general, and other agencies; whistleblower programs; data analytics; payment screening; asset forfeiture; criminal prosecutions; and cooperation among federal, state, local, and international authorities. In 2026, the Justice Department created a National Fraud Enforcement Division specifically to coordinate and strengthen federal fraud investigations and prosecutions.
But Fraud in the USA also asks a more difficult question: Is the government doing enough? GAO reports that approximately 40% of its 215 recommendations concerning fraud-risk management remained open as of April 2026, demonstrating that significant vulnerabilities remain. Ultimately, Fraud in the USA is a look behind the numbers-a revealing examination of the people, schemes, institutions, technologies, weaknesses, and enforcement efforts involved in one of America's most persistent financial and social problems.
It argues that fighting fraud requires not only catching criminals after money has been stolen, but building systems capable of detecting and preventing fraud before the money ever leaves the government, a business, or an individual's account.
