Rather, it examines structural patterns, legal frameworks, and institutional practices in order to encourage critical discussion within universities and academic forums. It is not a polemical or condemnatory text, but an analytical contribution to ongoing scholarly debate.' Drawing on the authors experience with international criminal law institutions, (ICCNOW) (CoR) it argues that the prolonged absence of diplomatic engagement, combined with the normalization of proxy warfare and humanitarian catastrophe, reflects a deeper erosion of legal and political restraint.
