In the flooded sub-basement of a condemned county courthouse, Nathan Graves finds a filing cabinet that shouldn't exist - case files documenting crimes that haven't happened yet. Names, dates, methods, all typed on paper that smells of mildew and something older than mildew. He tells himself it's a prank, a cold case reopened, anything but what it looks like. Then he finds the last folder in the drawer.

As Nathan digs deeper with the help of Rebecca Holloway, a records clerk who has her own reasons for wanting the basement's secrets to stay buried, they uncover a pattern stretching back decades: every file that surfaces becomes real within days. Someone - or something - is writing the county's future in triplicate, and the deadline listed on Nathan's folder is closer than he thinks.
