The novel follows Inspector Andrei Rusu as he investigates the murder of Elena Moraru, an accountant found dead in her apartment under suspicious but controlled circumstances. As Andrei and his partner Petru Balan dig deeper, they uncover that Elena had been secretly recording financial data linked to Victor Sturza, a businessman involved in a logistics company.
Her notes reveal irregular transactions, hidden shipments, and connections to a larger network. The investigation leads to the discovery of an illegal arms trafficking operation disguised as agricultural cargo moving through the railway district. The case becomes increasingly complex when high-ranking officials are implicated, including Deputy Commissioner Mihail Grecu, who is revealed to be protecting the operation.
Further investigation shows that Elena had arranged a meeting at Hotel Codru with Grecu and another mysterious figure, later identified as Ilie Dragan, a former military intelligence officer coordinating the network. As the inspectors uncover weapons shipments, corruption within law enforcement, and a system protected at multiple levels, they realize Elena was killed because she attempted to expose the operation.
Evidence suggests that Grecu was not acting alone and that Dragan plays a key role in organizing and controlling the illegal activities.
