I will not amuse you with an appearance of deliberation when I have decided. #4 The utility of the Union to your political prosperity is evident.
It is whispered in private circles that the thirteen states are too large for any general system, and that we must necessarily resort to separate confederacies. This doctrine will be propagated until it has enough followers to openly declare it.
