Johann Carl Bertram Stüve (1798-1872) war Bürgermeister und Deputierter der Stadt Osnabrück und in den Jahren 1848-1850 Innenminister des Königreichs Hannover. Als Deputierter in der Ständeversammlung hat Stüve die Ablösungsgesetzgebung der bäuerlichen Lasten (Bauernbefreiung) initiiert und vorangetrieben. Als Innenminister des Königreichs hat er in den Revolutionsjahren 1848/49 zahlreiche Reformen durchgesetzt.
Neben seinen Ämtern in Staat und Kommunalverwaltung hat Stüve zahlreiche historische und staatstheoretische Schriften verfasst, die ihm einen ehrenvollen Platz an der Seite des anderen großen Sohnes der Stadt Osnabrück - Justus Möser - sichern. Anliegen dieses Bandes ist es, das Reformwerk und wissenschaftliche Oeuvre dem Vergessen zu entreißen und Stüves Bedeutung für die Geschichte des Königreichs aufzuzeigen. Johann Carl Bertram Stüve (1798-1872) was mayor of the city of Osnabrück und represented Osnabrück as deputy in the Estates Assembly (Ständeversammlung).
Between 1848 and 1850, he was Minister of the Interior of the Kingdom of Hanover. As deputy in the Estates Assembly, Stüve initiated and promoted laws to remove financial burdens from the peasants (liberation of peasants). As Minister of the Interior, he asserted various reforms in the revolutionary years of 1848/1849. In addition to his state and local government offices, Stüve wrote numerous essays on historical developments and on state theory.
These essays secured him an honourable place on the side of another great son of the city of Osnabrück - Justus Möser. This monograph shall remind.of Stüve's reforms and scientific contribution and underline his significance for the history of the kingdom of Hanover.
