The signal was not supposed to be there. His job was to make sure no one ever knew it was. New York, 1951. Frank Dwyer is a Bureau surveillance agent, methodical and invisible, assigned to monitor a Soviet cultural attaché whose activities are of passing interest to his superiors. The work is routine - until a frequency-hopping signal appears on a monitored channel: a signal that should not exist, that uses a switching pattern more sophisticated than anything in current operational use, that bears in its architecture the unmistakable shape of something Dwyer has never encountered and cannot explain.
He files a report. The report makes its way up the chain. And then, from a source he cannot identify through a channel that does not officially exist, an instruction arrives: destroy all records of the detection. The report. The transcripts.
