Résumé

We should welcome the timely publishing of this book. Indeed, although Guinea has important assets in natural resources (especially regarding mines, oil, wood), hydroelectric energy, agricultural, land and fishing resources, etc., it has not succeed to this present day to use them to transform itself and establish the economic and social development so awaited by its people. After previously assessing the 40 years of socialist and liberal management of currency in Guinea, and frankly analysing the root causes of the failures of the policies and strategies implemented in Guinea for several decades, the author, in this book, gives to the government the keys to inclusive and sustainable deve- lopment based on the endogenous capacities of the country.
As an informed practitioner, the author does this through clearly articulated proposals based, on the one hand, on four well-defined pillars, and on the other hand, on a comparative analysis drawn from successful experiences of African developing countries (Ghana, Cape Verde...) and foreign countries (Malaysia). This excellent piece of research relies on a belief the author shares with the famous Nelson Mandela that states that poverty is not an accident and that it can be eradicated by man.
It is the reason why the author remains confident and certain that the keys he has proposed will, in the end, open for Guinea the doors of a virtuous growth to the benefit of its people. Mr. Aboubacar Fall, Advocate, Former Senior Legal Adviser of the African Development Bank.
Mamadi Camara is a highly competent and experienced macroeconomist as illustrated by his rich academic and professional career. International expert and specialist in several domains - including the assessment of the performance of structural adjustment and sectorial policies, the analysis of economic and financial policies, and the assessment of gender situation in the economic sector - he worked at the Central Bank of the Republic of Guinea and at the African Development Bank.
He also carried out several missions for international institutions such as the World Bank, the UNES, German GTZ and UNAIDS. Since November 2013, he is Ambassador extraordinary and plenipotentiary of the Republic of Guinea to South Africa.
