The British Empire, over which the sun never sets, is still expanding. Alexander Martin, a young, self-assured, idealistic political agent, arrives in Bombay, the "City of Gold", where a handful of white men control a population drawn from every province of India. Soon, however, several of the wealthiest of these white "sahibs" vanish. one after another, without trace or explanation. In order to ease the minds of the colony's inhabitants, the all-powerful East India Company decides to find a scapegoat.
But Alexander refuses to incriminate an innocent man, thereby making himself inconvenient...
