    We will make progress in deciding whether agencies should employ CBA, as opposed to some competitor procedure, only by undertaking both abstract normative argument and hardheaded, empirically informed, institutionally sensitive discussion of the pros and cons of different decisional structures. This should be the template for arguing about cost-benefit analysis, we believe, and it is the template we follow in this book.
