Senior World Auditor Reginald Foss has spent centuries reviewing civilizations for the Office of Designed Worlds, a cosmic institution where planets are commissioned, modified, audited, and-when outcomes fall below specification-quietly terminated. His newest assignment should be routine: conduct the four-thousand-year review of Bellwether and recommend whether the world continues. It is not routine.
The Aspirational Contractor who helped design Bellwether wants the experiment ended. The Adversarial Contractor insists it is still producing meaningful results. Their original question was simple enough to require an entire inhabited world to answer: does suffering create moral wisdom, or merely more suffering?While the clients argue, Foss discovers that Bellwether's forty-thousand-page file contains contradictory measurements, buried summaries, unauthorized interventions, and evidence that someone has been shaping the official record.
The world may not be failing its design. The design may have been misunderstood-or deliberately misrepresented. Inside Bellwether, municipal records auditor Mara Gault finds a discrepancy no filing category can explain. A certified survey nearly two centuries old describes the Carath Range more than a century before the mountains appeared. Her attempts to report the contradiction send the evidence through an endless cycle of departments, committees, redirects, and jurisdictional reviews while the impossible mountains remain exactly where they should not be.
As Foss begins his field assessment and Mara follows the anomalies spreading through her world's history, their investigations converge on a dangerous truth. Bellwether's people are not merely subjects in an ancient experiment. They may have developed something their creators never anticipated: the ability to recognize the forces shaping them, correct the systems built around them, and create value no original specification knew how to measure.
