The Department of SuperHuman Activities monitors and polices the superhuman population of the United States. Their emergency response team, the Operators, is composed of volunteers from all over the country, connected by government-issued phones, available to help with but a call. They protect the innocent against threats outside the capacities of regular police, often at great, personal risk. After an otherworldly attack lead to hundreds of civilian deaths, the DSHA has been called in front of Congress to account for their failure to act.
Meanwhile, anti-DSHA sentiment is growing among superhumans and regular citizens alike. Through all of that, someone is murdering Operators and the perpetrator appears to be one of their own. Can the Operators win against this insidious enemy, the US government, and the American People? Even if they can, should they?
