Nerida works with water and earth, risking the slow erosion of her identity. Aeron commands air and fire, paying with fragments of memory and empathy. Then the Crown and the Firm suppressed the tradition, revoked the final practitioners' licenses, and locked the bell away. For forty-seven years, it has been listening. As Nerida and Aeron investigate altered archives, vanished records, fraudulent interest charges, and a Crown syndic profiting from the harbor's misery, they discover that the unpaid Jubilee debt has become something more than an accounting imbalance.
It has registered its own claim upon a witness stone and begun drawing the city's unresolved obligations toward itself. If the twins cannot recover the bell's record and lawfully initiate the Jubilee, the autonomous debt may spread through the shared foundations of Saltgate, contaminating every elemental transaction in the harbor district. Standing against them is Exactor Nook, the impeccably courteous representative of the Firm, whose interest extends far beyond one bell or one city.
