Warden Elric P. Hobwain has never encountered a civic problem that could not be improved by proper documentation, confident presentation, and a carefully justified fee. So when the Collegium of Verdant Waters petitions to place a rare, bioluminescent lake serpent in Scholar's Mere, Hobwain sees more than an important scientific opportunity. He sees permits, inspection charges, vendor licenses, premium viewing platforms, and the grandest Civic Wonder Festival Crossmere has ever financed.
The scholars provide the creature. Hobwain provides the administration. What could possibly go wrong?Almost everything. The Verdant Lurker refuses to behave according to schedule. The festival's centerpiece becomes increasingly difficult to display, forcing Hobwain into an improvised solution involving a spectral imitation, several creative interpretations of civic law, and an official distinction between a creature and the occasion built around it.
Meanwhile, two suspicious travelers have arrived in Crossmere with an unusual interest in Scholar's Mere. Years earlier, stolen guild gold was buried in the valley now lying beneath the lake. Recovering it requires disturbing the water, manipulating the Lurker, and completing the theft before Hobwain, the scholars, or the townspeople understand what is happening. Fortunately, Crossmere has Marshal Rowan Bellmont, whose quiet attention and private ledger miss very little.
Unfortunately, it also has Deputy Finnick Bramble, whose determination to help frequently introduces entirely new categories of difficulty. As the festival approaches, Hobwain must protect his revenue, preserve his authority, locate a missing creature, investigate stolen treasure, and explain why two glowing monsters now appear to be moving through the same lake.
