A dead man wears the coat of a missing lighthouse keeper. Then the missing man walks out of the sea. When a battered corpse is discovered in a tidal cave beneath Greycliff Lighthouse, everything upon the body points to Matthew Fenrose-the handsome keeper Elspeth once travelled north to marry and the younger brother Amos believed he had buried. Before the body can be formally identified, a storm-damaged boat enters Mourningcombe Harbour.
Matthew is aboard it. Alive, injured, and carrying secrets powerful men have already killed to protect. The murdered man was a courier connected to the Lantern Compact, a clandestine coastal network that once rescued abandoned sailors and persecuted witnesses. Hidden inside his clothing is evidence of a far darker operation: a ledger naming men who were officially declared dead but never entered their graves.
Some escaped cruel captains and dangerous employers. Others were concealed, imprisoned, or forced to serve the very organisation that claimed to save them. As Elspeth follows altered tide records, forged identities, false death certificates, and coded signals from the abandoned beacon of Saint Cadoc, suspicion settles upon everyone who helped the dead disappear-including Matthew himself. But his return threatens more than the investigation.
Matthew wrote at least some of the letters that first brought Elspeth to Greycliff. He is charming, courageous, and intellectually drawn to everything she can do. He also offers her a place in a dangerous cause that could give meaning to her father's unfinished work. Amos refuses to compete with his brother. Instead, he retreats behind painful courtesy and offers Elspeth the freedom to leave their marriage.
Yet freedom without honesty may be only another form of abandonment. With a murderer controlling Mourningcombe's harbour lights and another vessel being drawn toward the rocks, Elspeth must expose the truth hidden among the legally dead.
