Only in the most dire situations was it allowed to consult the books, and then only by special magistrates. #3 The Romans had a deep-seated aversion to change. They saw it as a threat to their way of life, and they never ceased to invest in their city by holding true to the customs of their ancestors. #4 The Romans were a very competitive people, but they were also taught to temper their instincts for the common good in their relations with others.
They were, however, extremely ruthless in their relations with their enemies.
