Résumé

Dorian is gone, the harbor is facing reclassification, and Sable Marne is done standing pulled between the tide-clock and the sea. She does the one thing she's always known how to do: she takes a problem apart. The mainland inspector's case against Carrow Reach gets dismantled one documented fact at a time - the safety records, the tidal charts, the gap-years before Dorian when ships were lost in the south channel - and the harbor's oldest families surface to testify to what a cecaelia keeper has always been worth.
But winning the harbor back isn't the same as winning him back. The mark still pulls toward open ocean, and Sable finally understands the truth she's been hiding from: Dorian read leaving onto her because she never once told him she'd choose to stay. So she goes after him. Past the harbor mouth, into the deep that could keep her for good, with a half-mark dragging her toward the point of no return - to offer the completion not as a debt repaid, but as a choice freely made.
At slack water, when the tide takes its hand off the scale and the choice is wholly her own, Sable decides who she belongs to - and the whole harbor is there to witness it. This is the ending they earned.
