Jason Kirby is again involved in a difficult and dangerous situation. Having taken a position as acting director of the Department of Health and Human Services, he finds himself in the middle of a scheme involving cheating the United States Government out of hundreds of millions of dollars via fraud, theft, greed, blackmail, assault and murder. He ultimately finds many government employees including Congressional representatives, Senators, private medical practitioners, pharmaceutical employees, and many more, heavily involved in this scheme.
In the process, he finds many surprises along the way including attempts on his life. He is tasked with cleaning up the extensive corruption in the Department as well as making it a much more efficient organization and, at the same time, he has to keep himself alive.
