Das Gemeindefinanzsystem in seiner heutigen Form beruht im Wesentlichen auf dem mit der Gemeindefinanzreform im Jahr 1969 geschaffenen Fundament. In den nunmehr fast 50 Jahren seit der Gemeindefinanzreform haben sich die Anforderungen an das System der Gemeindefinanzierung jedoch geändert: Im Zuge der Globalisierung sehen sich die Gemeinden mobiler werdenden Bemessungsgrundlagen gegenüber, sie nehmen in zunehmendem Maße sozialpolitische Aufgaben wahr und sollen ökologischen Erfordernissen Rechnung tragen.
Daniel Schultewolter identifiziert Reformpotentiale für das Gemeindefinanzsystem, entwirft Reformvorschläge und quantifiziert die zu erwartenden Wirkungen. Damit erweitert er mit dieser Untersuchung sowohl das theoretische Wissen um die Kommunalfinanzierung als auch das Spektrum praktischer Reformoptionen. The municipal finance system as it is known today is based mainly on the municipal finance reform of 1969.
However, almost 50 years after the reform the requirements for the system of municipal financing have changed. In light of the globalisation the municipalities have to face more mobile evaluation criteria, they are responsible for social political actions and ecological requirements. Daniel Schultewolter identifies reform potentials for municipal finance systems, develops reform proposals and evaluates the results which can be expected.
With this analysis he not only enlarges theoretical knowledge on municipal financing but also the spectrum of practical reform options.
