In Guyana a man will pay three hundred dollars for a bag of mango he does not want rather than say two words to a vendor. He is not weak. He has calculated, correctly, that the cost of speaking is higher than the cost of paying - and he has run that calculation so many times that he no longer notices running it. This is a book about fear - the inherited, rational fear of two peoples who each believe that to be ruled by the other is more dangerous than to be robbed by their own.

This is not a book about corruption. Corruption is loud, and we know how to name it. This is a book about the quieter forfeit - the objection never raised, the audit nobody asked for, the appointment everyone understood.
