Bill grew up in Rockingham County, Virginia, attended James Madison University earing a BS degree following two years' in the Army. He worked four years as qan elementary school librarian and twenty-six years as a technical librarian for ARINC. Bill earned a masters degree in Library and Information Science from The Catholic University. He also earned a graduate certificate in Technical and Information Systems from American University.
With his wife, Nancy, he worked in Xi'an, China, editing proceedings for the first and second International Conference on Project Management. Bill and Nancy also worked in Prague and Moscow creating OPACS for seminary libraries.
