A naked body is washed up on Joppa Rocks on the east end of Edinburgh Scotland, thousands of miles from where she was last seen in Leipzig Germany.  Her body has no matching DNA which baffles Police Scotland in their attempts at identification . A photo-fit of her face is distributed to all the security services throughout the U. K. and only then do MI6 admit she is one of their junior ranked agents.
Elke Kohl was only supposed to be intelligence gathering at local hotels but she couldn't resist trying to advance her spy career. This leads her to bacoming involved with Estonian drug dealers, who are also involved in white slave trading and she meets her death by being thrown into freezing tank of newly caught fish!Richard Hartley, the assistant controller of MI6  sends two of his best agents to germany to investigate the circumstances of Elke's death, which he is desperate to avenge.
They uncover a further threat inthe form of an Afghan terrorist who has been smuggled into Scotland by the same drug dealers with the sole purpose of causing a major terrorist incident. MI6's  job is to prevent this happening,
