As South America separated from Antarctica, the Drake Passage was opened at the beginning of the Oligocene, allowing for the first time complete ocean circulation around Antarctica. The Antarctic Circumpolar Current caused rapid cooling by preventing warm waters from reaching Antarctica and allowed glaciers to form on a continent previously covered by forests.
As a result, sea levels dropped.  On continents, many areas of boreal forest became tundra areas and, further south, forested landscapes became steppe landscapes.
