Le présent recueil est le résultat d'une réflexion d'ensemble qui, au départ, a porté sur la mémoire et le développement de la ville de Beyrouth. En 2009, à l'occasion du projet de création d'un musée de la mémoire de la ville de Beyrouth - « Beit Beirut » - par la Municipalité de Beyrouth, en partenariat avec la Ville de Paris, le Centre culturel français (devenu Institut français du Liban), et l'Institut français du Proche-Orient, avaient suscité la formation d'un comité scientifique composé de représentants des mondes de la recherche, de l'université et des praticiens de la ville au Liban.
Il s'agissait d'orienter le projet vers une institution dont la vocation irait au-delà de celle d'un musée de l'histoire de la ville de Beyrouth. Ce lieu unique au Liban proposerait en effet la mise en place d'une plate-forme publique d'échanges et de débats, ouverte aux publics s'intéressant à la mémoire de la ville et à celle de la guerre, mais aussi à l'évolution de son espace urbain, à la connaissance des différents quartiers de la ville, aux manières de voir, de penser et d'investir l'espace public enfin, à travers les approches d'artistes, de chercheurs, de militants associatifs ou de professionnels engagés.
Organisé par l'Institut français et l'Ifpo, le colloque qui a eu lieu pendant le Salon du Livre francophone de Beyrouth en 2011 a permis de développer une réflexion avec leurs partenaires libanais sur les relations entre Beyrouth et ses banlieues, en confrontant les expériences d'agglomérations urbaines françaises, dont Lyon et la région Île-de-France. Ont ainsi été mises en évidence leurs spécificités, la diversité des réponses apportées par les acteurs locaux, publics (municipaux ou étatiques) associatifs ou privés, aux défis de l'aménagement de l'espace, des problèmes de logement, de transport ou d'assainissement, mais aussi le dynamisme des habitants et le rôle des acteurs culturels.
Plutôt que d'adopter d'emblée une posture supposant a priori une dualité centre-périphérie, et considérant les banlieues comme l'espace de l'identitaire, l'ouvrage insiste sur les logiques, les outils et les méthodes d'actions des acteurs (municipalités, associations, habitants, commerçants...), leurs innovations et leurs limites. Faisant le point sur les grandes tendances, les nouvelles problématiques, entre géographie, urbanisme, sociologie et science politique, il traire de la relation entre l'action publique locale et les nouvelles centralités, des pratiques culturelles et des territoires urbains, des politiques d'agglomération et des synergies interurbaines.
Il espère ainsi contribuer à un approfondissement de cette approche, en invitant universitaires, professionnels de l'aménagement et de l'urbanisme, acteurs locaux, élus, ou responsables d'associations, pour confronter, de manière féconde, leurs analyses et leurs expériences. From Suburbs to City: actors and spaces of urban negotiation This online publication resumes the conference which was organized by the French Institute in Beirut and the French Institute of the Near East, with the support of Alembert Fund, on the 31st of October and the 1st of November 2011, within the framework of the 'Salon du Livre Francophone' of Beirut.
This work is the result of an overall reflection on the memory and development of City of Beirut. In 2009, a project of "museum of memory" for the City of Beirut "Beit Beirut"- was discussed by the Municipalityof Beirut in partnership with the City of Paris, the French Cultural Center (which became the French Institute in Lebanon), and the French Institute in the Near East. It was decided to create a scientific committee constituted of professionals, representatives of research centers and universities, as well as consultants in Lebanon.
Therefore, all the persons who were engaged in the project have then worked on how to create an institution whose aim would exceed that of a simple museum for the history of Beirut. Actually, this place will be unique and should become a platform for public exchanges and debates. It will be also opened to any public interested in the memory of the city and the war, as well as the evolution of its urban space, the knowledge of different city neighborhoods, the modes of seeing, thinking and investing the public space via many approaches: artists, researchers, community activists or dedicated professionals.
The conference that took place at the Salon du Livre Francophone in Beirut in 2011 was organized by the French Institute and the Ifpo. It allowed a dialogue with the Lebanese partners about the relationships between Beirut and its suburbs, by discussing experiences in some French urban agglomerations such as Lyon and Ile-de-France Region. One could witness their specificities, the diversity of responses that were given by local, public, associative or private actors (municipal or State) to the challenges of space planning, problems of accommodation, transportation or sanitation, as well as the dynamism of the inhabitants and the role of cultural actors.
Rather than straightforwardly formulating a priori a duality center/periphery, the work considers the suburbs as identity spaces and emphasizes logics, tools and operating modes of various actors (municipalities, associations, inhabitants, traders..), their innovations and limits. By going over big tendencies, new problems between geography, urbanism, sociology and political science, the conference draw conclusions from the relationship between local public action and new centralities, cultural practices and urban territories, agglomeration policies and interurban synergies.
Also, it hopes to contribute in deepening this approach, by inviting academics, planning and urbanism professionals, local actors, elected parties, or associations' officers, in order to fruitfully compare their analysis and experiences.
