Résumé

Each year approximately 38, 000 deaths and over 2 million injuries are sustained due to wrecks on America's roadways. These casualties are not the result of accidents as has been reported by various government and private agencies for decades, but rather they are mostly due to cold blooded decisions to violate the driving laws of the land which result in this massive slaughter of, in many cases, totally innocent people.
By everyday observation it is obvious that the typical American driver routinely violates one or more of the driving laws of the land. The laws of probabilities take these infractions into account and spit out the appropriate number of deaths and injuries. It is these infractions which are responsible for the carnage on our roadways. Over the last two generations approximately 1.5 million people have been slaughtered and many times that number have been maimed on our roadwaysA consequence of this fact makes it obvious that the sheer number of driving infractions are responsible for these driving casualties.
This means that those who commit these infractions are just as guilty for the mayhem as those who actually do the maiming and killing, not legally, but morally and surely statistically. This phenomenon is compared to a lottery. The odds of winning most lotteries are millions to one. It takes millions of people playing the lottery to have any chance of producing a winner. It is also true of the driving lottery, without the millions of participants, who enter this lottery simply by driving recklessly, there would not likely be many 'winners'.
It is certain that the current generations of drivers are mostly intransigent in their beliefs. That is, it would be futile to attempt to change their driving behavior. However, upcoming generations could be taught the truth of the above contention, and through their education the death and destruction on our roadways could be brought down to levels which would correspond to the consequences of true accidents: That is, wrecks caused by such things as a rockslide, or a medical event, or a mechanical problem.
A remedy will be offered to implement a system that would greatly reduce the current carnage on our highways and byways. Also, various driving techniques to minimize the odds of a negative driving event will be given, along with the reasons for abiding by these suggestions.
