Tell them about the possible consequences of disobeying the rules and reward them for good behavior. For example, you can tell your children that if they disobey their parents or teachers, they can be in trouble. They can get punished and humiliated in front of their peers. They are also no longer likely to be trusted again by their elders because of their disobedience.
Moreover, when they grow up and they do not obey the laws, they can get incarcerated. Then again, you should not forget to teach your children how to differentiate reasonable obedience and gullibility. They should know when to say 'no'.
