#17 Clamming. The Associates, #17

Someone is drilling on Indian ocean land below the low tide line with their approval. The state in unaware of this but could do little to stop it. Could they be looking for fresh water by drilling out in the ocean?Rage and Jones go clamming at a very low tide and she almost brings the full force of the FBI down on a young game warden and the entire town. The next week it is more clamming and surfing for Rage and Jones.
But the large underwater sand dunes she saw last week are gone. They would have made reasonable waves to ride as the tide comes in. She demands Jones tells her why. Except no one at the warden's offices nor the UW college have a clue. But in the 1890's a bay was filled with sand from some place. The docks were then moved. How could this be tied to Indian legends of a great flood that killed many, the earth sinking and moving, and strange visitors that could never be understood that searched the rivers where the giant pink fish swam for the yellow rock of no value?
