The testimony is out. The clock is running. And the city built on a dead god's stolen light has fourteen months before everything goes dark. Seren Ashvale and Cairan Voss arrive in Vaen - a prosperous outer territory city powered by the Solenne Array, named for a god whose statues stand on every corner and whose name belongs to one of the six entities who caused the Sundering. The city does not know this.

With the help of Vesara's network and a maintenance engineer who has been watching the Array drain for eight months, Seren executes the most precise operation of her career: not recovering a Remnant, but revealing one. A live demonstration, documented by seventeen independent instruments, that the power keeping Vaen's lights on is being siphoned to a private reserve - and that the Accord's records say this is not happening.
But the entities are closer to their restoration threshold than anyone calculated. The quarantine comes down. The proxy agents arrive. And in the back room of a Vaen tea house, Cairan speaks the full testimony aloud for the first time, to a room of thirty-seven people who are the beginning of something that has never existed before. The Accord can be refused. One city just proved it. Seventeen more are reading the testimony this morning.
