It's been raining for along time. Sisters Isla, Irene and Agnes have not spoken in many months when they are brought together by the death of their estranged father - an architect famed for making their now submerged city navigable. As the waters continue to rise and the sisters grapple with both their father's estate and memories of his easy cruelty, they sense that something sinister is unfolding around them.
Something related to their mother's long-ago disappearance and the strangers who have been unusually interested in their lives. Soon, it becomes clear that the sisters have been chosen for a very particular purpose, one with shattering implications for their family and their imperilled world.
