A Californian oil refinery belonging to one of the world's largest multi-national energy companies is blown apart with a backpack nuclear device. An obscure group calling itself Defenders of the Oppressed Militia, or DOOM, claim responsibility. Their mission is simple - to end the oppression of poor nations by global corporations and governments who plunder the world's natural resources for profit.
